CRISIS ECONÓMICA Y MIGRACIÓN INTERNACIONAL. Hipótesis, visiones y consecuencias en América Latina y el Caribe
Abstract
Se analizan antecedentes e ideas sobre la actual crisis económica y financiera internacional y sus efectos en la migración internacional de latinoamericanos y caribeños, relación en torno a la cual se manejan tres hipótesis: 1) tanto la agenda sobre la migración como la cooperación internacional en la materia venían deteriorándose desde antes de que estallara la crisis en su más plena expresión recesiva; 2) el aumento de las visiones alarmistas en la opinión pública, especialmente en lo que se refiere al retorno masivo de migrantes y al desplome de las remesas, no se condice con la poca evidencia disponible hasta inicios de 2010; 3) en situaciones de retracción económica e incertidumbre general, los trabajadores migrantes ven más erosionados sus derechos, tornándose una población altamente vulnerable. En este contexto, se relevan los desafíos que la crisis plantea para retomar una agenda migratoria centrada en una perspectiva de derechos humanos inmanentes que trascienda las coyunturas económicas.

This paper examines events and ideas on the current economic and financial international crisis and its effects on international migration of Latin American and Caribbean. In this sense, three key assumptions are presented: 1) both the migration agenda and the international cooperation in this matter were deteriorating before the crisis broke out in its recessive fullest expression; 2) the increasingly alarmist views in public opinion, especially in regard to the massive return of migrants and a slump in remittances, do not fit with the little evidence available up to the beginnings of 2010; 3) in situations of economic downturn and general uncertainty, migrant workers’ rights are more eroded, and they become a highly vulnerable population. In this context, the challenges that the current crisis poses to resume an international migration agenda centered on an inherent human rights perspective that transcends the short-term economic times are highlighted.
